In 1935, the legendary pistol "S&W The .357 Magnum," commonly known as the "Registered Magnum," was born. This handgun, later called the "M27" after the introduction of the model number system, along with the ".357 Magnum" ammunition developed at the same time, built a place in history. At the time, it was introduced as "the most powerful revolver in the world" and gained widespread support not only from gun enthusiasts but also from law enforcement agencies.
However, in the beginning, it was an order-based system with a registration certificate, so production was limited to about 120 units per month, leading to a situation where orders for thousands of units poured in.
After the war, production resumed, but the high price became an issue, and various police agencies requested a more cost-effective model. In response to this, a cheaper version was developed that retained the internal mechanism but simplified the exterior. By changing the polished finish to a semi-polished finish, abolishing the checkering, and limiting the specifications, significant cost reduction was achieved. Thus, in 1954, "The Highway Patrolman," later known as the "M28," was born. The following year, the K-frame "M19" also appeared, and a clear division was established between the lightweight M19 and the highly durable N-frame M28. The M28 had an advantage in terms of price, and each agency decided on adoption according to its budget.

The M28 was also used by the New York State Police (hereinafter referred to as NYSP), but a renewal plan emerged in the late 1970s. The NYSP, which highly valued the existing M28, desired a fixed-sight model based on it. S&W proposed this as the "M520," but delivery was expected to take more than six months. However, the NYSP could not wait for that and decided to re-adopt the M28, which could be delivered immediately, as an alternative. At that time, the M28-2 was modernized. A red lamp was added to the front sight, the rear sight was changed to a white outline specification, and a semi-wide type trigger was adopted. And the NYSP engraving was added to the frame.
The concept originally requested by the NYSP was later inherited by the L-frame-based M681, but it is believed that these improved M28s were also used in parallel during the transition period.
